A two-country, two-period model of international migration highlights microeconomic foundations for examining the interrelation between brain drain, brain gain and the location of human capital formation, at home or abroad. Ex ante choices regarding where to study depend on relative qualities of university systems, individuals' abilities, sunk educational investment costs, government grants, and expected employment prospects in both countries. The analysis underscores an inherently widerange of conceivable positive or negative effects on domestic net welfare. These changes depend critically on the foregoing factors, as well as the optimal design of educational grant schemes, given eventual informational imperfections regarding individuals' capabilities.

Formation à l'étranger, fuite des cerveaux et bien-être national : Enjeux et paradoxes dans une perspective microéconomique

Pour étudier les migrations internationales de travailleurs qualifiés, nous construisons un modèle à deux pays : pays d'origine et pays d'accueil. Un étudiant du pays d'origine peut soit entreprendre des études locales, soit aller étudier à l'étranger où il a par la suite une certaine probabilité de trouver un travail qualifié. Son choix dépendra de ses capacités, de la qualité des systèmes éducatifs, du coût relatif des études et des conditions de fonctionnement du marché du travail dans les deux pays. La possibilité de migrer entraîne des changements dans le bien-être du pays d'origine que nous cherchons à évaluer. Nous envisageons également la possibilité que les autorités favorisent les études à l'étranger grâce à un système de bourses qui vont potentiellement accroître ou diminuer le bien-être national.

Lattice results for the decay constant of heavy-light vector mesons

We compute the leptonic decay constants of heavy-light vector mesons in the quenched approximation. The reliability of lattice computations for heavy quarks is checked by comparing the ratio of vector to pseudoscalar decay constant with the prediction of Heavy Quark Effective Theory in the limit of infinitely heavy quark mass. Good agreement is found. We then calculate the decay constant ratio for B mesons: $f_{B^*}/f_B= 1.01(0.01)(^{+0.04}_{-0.01})$. Technology integration in postsecondary education: A summary of findings from a set of related meta-analyses

Although the overall research literature on the application of educational technologies to classroom instruction tends to favor their use over their non-use, these results vary considerably depending on what kind of technology is used, who it is used with and, more importantly, under what circumstances and for what instructional purposes it is used. Relatively recent, but well-developed and powerful methodology of systematic reviews, particularly quantitative syntheses (also known as meta-analyses) is especially suitable for addressing questions of that type by systematically summarizing research evidence in given areas of interest in social sciences.This meta-analysis summarizes data from 674 independent primary studies that compared higher degrees of technology use in the experimental condition with less technology in the control condition, in terms of their effects on student learning outcomes in postsecondary education. The result was an overall average weighted effect size of = 0.27 (k = 879, p \u3c .01), indicating low but significant positive effect of technology integration on learning. The follow-up analyses revealed the influence of educational technology used for cognitive support and blended learning instructional settings designed interaction treatments, and technology integration in teacher training, especially when student-centered pedagogical frameworks are used. These findings are of potentially high interest and applied value for educational practitioners, including teachers and school administrators, as well as for instructional designers and developers of educational software

The QCD spectrum with three quark flavors

We present results from a lattice hadron spectrum calculation using three flavors of dynamical quarks - two light and one strange, and quenched simulations for comparison. These simulations were done using a one-loop Symanzik improved gauge action and an improved Kogut-Susskind quark action. The lattice spacings, and hence also the physical volumes, were tuned to be the same in all the runs to better expose differences due to flavor number. Lattice spacings were tuned using the static quark potential, so as a byproduct we obtain updated results for the effect of sea quarks on the static quark potential. We find indications that the full QCD meson spectrum is in better agreement with experiment than the quenched spectrum. For the 0++ (a0) meson we see a coupling to two pseudoscalar mesons, or a meson decay on the lattice.Comment: 38 pages, 20 figures, uses epsf. 5/29/01 revision responds to referee's Comments, changes pion fits and tables, and corrects Fig. 10 and some minor error
